The Role
Defence Export Controls (DEC) Branch and Defence International Industry Policy (DIIP) Branch are looking for a number of people to contribute to the Division’s priorities to protect and further Australia’s national interests.The roles spread across the two Branches are highly varied, but they all involve leading and developing high-performing teams to deliver national security objectives.Vacancies are expected in the following teams:Defence Export Assessments & Regimes (DEAR) – DEC Branch
The DEAR section plays a critical role in protecting Australia’s security, defence capability and directly supporting the growth and sustainment of Australian industry. It is an operational, dynamic and high-tempo team. In line with Australia’s export control laws, it is chiefly responsible for conducting over 4,000 robust risk assessments annually, on applications seeking to export regulated military or dual use goods and technology.DEAR staff also support and represent Australia at multilateral export control regimes, whose work informs the development of Australia’s export control framework. The team routinely engages with industry, colleagues within Defence, and various other government stakeholders to inform risk assessments. The development of DEAR staff is a key focus for the team’s leadership, and there are plenty of opportunities on offer to enhance growth and skills development, including through high-profile work, engagements and training.Defence Export Controls Reform Program – DEC Branch
The Defence Export Controls Reform Program team is a newly established section. The team’s focus is to direct strategy, capability development and delivery to position DEC to implement new regulatory reforms by September 2024 and deliver Government commitments. Our team is fast-paced, energetic and consists of various disciplines (including project management, policy, ICT, communications and regulatory compliance). We bring together strategy, planning and delivery to manage a range of intersecting complex matters to enable reform – from policy development, digital transformation, proactive communications and e-learning campaign with industry and academia, to designing new internal processes.Technical Assessments (TA) Team – DEC Branch
The TA team is responsible for determining the export control status of a wide range of military and dual-use goods, software and technology. The TA team lead Australia’s technical contributions to multilateral export control regimes (Wassenaar Arrangement, Missile Technology Control Regime, Nuclear Suppliers Group and the Australia Group) and drive the development of international and Australian export controls. TA works closely with other teams, participating in outreach activities with industry, academia and research institutions, and providing advice to internal and external stakeholders.International Export Controls – Advice & Operations – DIIP Branch
The Advice & Operations team provides advice and process applications to ensure Defence meets its international export control obligations. A key component to this role is implementing customer-focused processes to maintain consistency of advice and reduce response times to stakeholders.International Export Controls – Business Improvement & Outreach – DIIP Branch
The Business Improvement & Outreach team are crucial to ensuring Defence and its stakeholders face the lowest barriers to the smooth transfer of technology and materiel with alliance partners. The function also delivers training and outreach to Defence stakeholders to ensure they successfully navigate international export control requirements.This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability.
