Troocoo Government are currently on the search for an experienced Principal Procurement Specialist within the building, construction and maintenance field. This opportunity is working with a large Local Government organisation, based North of Brisbane for an initial 6-months (potential to extend).This role is open to market rates.The Role
As Principal Procurement Specialist you will:
  • Lead the development and implementation of category strategies and plans including undertaking or managing analysis, strategic thinking and decision making.
  • Develop and execute quality sourcing and contract management plans for contracts of strategic importance (i.e. High Value / High Risk).
  • Lead strategic negotiations with internal and external stakeholders including suppliers.
  • Undertake value chain analysis, design, and implementation to deliver improved outcomes for customers.
  • Undertake necessary reporting and analysis for evaluation of compliance, analysis of expenditure, review of savings opportunities, and assessment of benefits realisation.
  • Provide leadership, guidance and training to the procurement officers to drive a high performance, continuous improvement and a customer focused culture.
  • Act as a point of escalation for procurement matters requiring strategic specialist advice.
  • Write formal reports, business cases and other forms of complex correspondence to a high standard.
  • Project manage key activities which support a move to strategic contracting, including the implementation of new systems/processes, and effective change management.
  • Assist with the development and ongoing management of the Procurement Contracting Plan. Provide specialist advice which enables effective program management, including negotiating timelines/priorities/expectations with key stakeholders at all levels.
The Requirements
To be successful within this role you would bring the following:
  • Extensive procurement experience across a range of specialisations including sourcing, contract management, category management, and a strong commercial background.
  • Demonstrated experience in developing and implementing BCM related sourcing and category plans, subsequent sourcing activities, contract management and administration (including supplier and performance management) and benefits realisation.
  • Extensive knowledge and experience providing specialist advice for procurement matters of strategic importance in a local government environment or similar.
  • Detailed knowledge of the relevant legislative and contractual requirements for the provision of a high-quality contract management and contract administrative service throughout the total life cycle for capital and operational programs/projects and contracts.
  • Demonstrated experience in procurement analytics, value creation and opportunity analysis.
  • Extensive stakeholder management skills with ability to negotiate best value outcomes with internal/external stakeholders and suppliers.
  • Demonstrated project management experience.
  • Exceptional people and relationship management skills with the ability to work in a positive team environment, communicating and engaging effectively at all levels.
  • Demonstrated expertise in leading changes to business / procurement systems, processes, policies and frameworks.
