This exciting opportunity will suit an engaging leader who is looking to join a highly complex engineering environment as part of the Capability Acquisition and Sustainment Group (CASG) Engineering Division. The Division provides resources and support to delivery divisions within CASG.As the Technical Publication Manager you will work with all the Engineering & Technical Function Directorates. Your responsibilities include (note: all duties may not be required to be performed during a 12 month performance cycle):
  • Maintaining the CASG Engineering Management System structure through review and redesign as necessary, in consultation with the Chief Systems Engineer and relevant Directorates.
  • Coordinating and managing the review and update of CASG Engineering Management System publications i.e. E&T policies, frameworks, handbooks, manuals and/or procedures, to ensure alignment with good industry practice.
  • Leading the critical and analytical review of revised technical policy and process documents to assist in decision-making at the document signatory level, and to progress formal publication.
  • Liaising with stakeholders at all levels, both internal and external to CASG, and coordinating engagement forums as needed.
  • Coordinating the prioritisation of improvement requests (IR) and working closely with Functional Authorities to ensure IRs are addressed and managed in a timely manner.
  • Undertaking technical peer review to ensure documented information adheres to the quality standards as per Business Management System and Quality Management System guidelines.
  • Supporting efficient and innovative ways of working for the E&T workforce in CASG and continually look for opportunities to support staff development, engagement and morale for attraction and retention of the engineering and technical workforce.
  • Developing a prioritised program to enable the digitisation of processes and policies.
  • Integrating the CASG Engineering Management System with wider Defence E&T initiatives.
This role is currently based in Melbourne. However, a Canberra location would also be considered. Flexible working arrangements would be considered with the successful candidate for an experienced candidate who is able to work effectively with geographically dispersed teams.About our Team
Our team, the Engineering and Technical (E&T) Function Centre within the Engineering Division supports approx. 1800 strong engineering and technical workforce, to efficiently and effectively deliver Defence Capability to the war fighter. We provide a range of products and services to the CASG E&T function members working within the CASG Business Units such as Systems Program Offices and Project Offices, and to the Defence engineering community more broadly.Our E&T Function members acquire and sustain capability for the ADF. They are involved in the development and control of the requirements, design, construction, configuration, performance, verification, validation, maintenance and modification of products; including activities such as the conduct of technical investigations, reviews, and assessment of designs, materiel and incident management. Due to the wide and complex nature of work our function members are faced with, it is our role to provide good practice policies, clear procedures, expert advice, and to communicate and connect knowledge for our function members.Our Ideal Candidate
The key attributes in our ideal candidate are:
  • Experience in developing business policy, process and guidance in a complex organisation.
  • A proven ability to develop and maintain engineering and technical policy, procedures and guidance documentation in both written and web based formats.
  • Experience in engineering or technical management and the assurance of engineering and technical deliverables in complex projects.
  • Strong stakeholder management skills with ability to build and maintain productive working relationships and influence outcomes.
  • An affinity and experience in organisational continuous improvement.
  • A systems thinker who has the ability to look for the value proposition in everything we do and assist in the vision of streamlining policy and practice to support delivering minimum viable capability and enabling speed to capability in defence.
  • Strong written and visual communication skills and great attention to detail.
The successful candidate will also have demonstrated experience in business process mapping, stakeholder management and working within an engineering policy management environment.
