The Site Security Manager (SSM) will lead the construction security and site observation program on projects overseas. They will work collegiately with project stakeholders from within the department and the head works contractor for the project.Responsibilities:
- Plan and setup of security requirements in consultation with the construction contractor and other Government agencies.
- Understand Master Program (schedule) to be delivered, for correct assignment and allocation of Site Security Observers.
- Understand and ensure adherence to the Project Construction Security Plan.
- Manage the daily operations and oversight of all Site Security Observers.
- Create, manage and maintain a culture of high integrity and security awareness.
- Monitor and observe all personnel on site (eg unscheduled attendance at Toolbox Talks) for behavioural changes or reduced integrity with the conduct of their work.
- Provide detailed reporting to seniors.
- Ability to provide on-site training to staff.
- Manage and operate technical equipment
- Responsible for auditing and reporting on construction requirements in line with policy.
- Manage and schedule witnessing of hold points, if required, ensuring vulnerabilities are addressed and documented.
- Lead and work as part of a team, make sound decisions under limited direction, and provide advice and support to staff and project managers, in accordance with Physical/Technical security policies and guidelines.
- Manage and make effective use of individual and team capabilities to provide a specialist construction security service.
- Have responsibility for ensuring that security and construction elements, which can be complex in nature, meet the physical/construction security requirements and do not compromise ability to achieve certification and accreditation.
Qualifications, Skills and Experience:
- Possess exceptional skills and experience in construction security management. Ability to interpret and apply technical notes, Protective Security Policy Framework (PSPF), Information Security Manual (ISM), Security framework (DSF) and, Zone 4 and 5 Physical Security construction and management requirements.
- Possess suitable experience in establishing, maintaining and troubleshooting construction security equipment and other mitigations, such as deployable CCTV, EACS, alarm systems and the ability to adapt alternate mitigations in the event these are unavailable or not serviceable.

- Use expertise, good judgement and in-depth knowledge of physical security, construction security and construction documentation.
- Possess an ability to identify security incidents/issues, investigate, report and manage the responses as required.
- Possess the qualities to establish, enhance and promote effective client/customer and internal/external stakeholder relationships to achieve operational outcomes.
- Excellent communication skills, with experience in multiple levels of communication between various levels of management, internal and external.
- Possess relevant WHS and construction experience in site safety and risk management in an overseas environment.

Work Type: 12 month contract + 1 x 12 month extension
Location: Canberra
Hourly Rate: $140.00 - $170.00 per hour
