Are you looking to grow your APS career?Are you looking to accelerate your policy skills?Do you want to understand how the budget process really works?Do you want dedicated mentoring and coaching to support your development?Do you want access to formal in-house and APS Academy training?ABOUT THE BUDGET POLICY ADVANCEMENT PROGRAMThe Budget Policy Advancement Program is an immersive learning experience that allows participants to develop: knowledge and understanding of the budget process, skills in developing and costing new policy proposals, and preparing policy advice to support the Cabinet’s consideration of budget proposals.The Program offers up to 20 participants a 12-month work placement in one of the four Budget Divisions in the Department of Finance, giving you valuable exposure and experience to Australia’s budget process. Participants who complete the Program will have a unified understanding of the modern budget process and will have the tools, knowledge and skills to perform effectively in budget centric policy roles across the APS.PROGRAM FEATURES
  • A 12-month placement in a team within one of the four Budget Divisions, with flexibility for participants to split their placement into two rotations to work in different teams across the four Budget Divisions, providing participants with a broad view of the Federal Budget process
  • Formal in-house and APS Academy training
  • Support from an SES Mentor and an APS/EL Peer Buddy for the length of the program
  • Three personalised coaching sessions with an Executive Coaching professional
  • Informal learning opportunities providing exposure to senior-level decision making. These may include:
  • Learning about the Expenditure Review Committee (ERC) of Cabinet decision making processes through attending pre-briefing sessions with Finance Budget SES
  • Support preparations and Executive attendance at Senate Estimates
  • Program participants will have regular and strategic engagement with Central Agency colleagues in the Department of the Prime Minister and Cabinet, and the Department of the Treasury, and relevant line agencies to build a comprehensive understanding of proposed policies, in order to inform the best advice to ERC
  • Access to Finance pay and leave conditions, which include flexibility for APS to either accrue FLEX or be paid overtime, and paid TOIL provisions for ELs. In addition, Finance may offer on-call allowance for work outside the standard hours. For more information about Finance pay and conditions you may wish to review the Enterprise Agreement

  • The Program is restricted to current APS employees from APS4 – EL2 only. The Program will accept up to 20 participants across all levels.
  • The Program selection process is not being used to offer or facilitate promotion.
  • Program positions will be filled via section 26 temporary movement at level for an initial period of up to 12 months (program duration) commencing in July 2024.
  • Program positions may be converted to ongoing movement at level, or further extended at the conclusion of the program in consultation with relevant program participants and their home agency.
  • Under section 22(8) of the Public Service Act 1999, program participants must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
  • Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated. All Finance staff are required to have a minimum baseline security clearance prior to commencement. Note, some roles in Budget Group may require Negative Vetting 1.
