This position plays a crucial role in partnership with the Procurement and Contracts Manager, optimising procurement functions across DevelopmentWA to drive efficiency, cost-effectiveness and sustainable practices.The role is also accountable for analysing procurement data to identify trends, risks, and opportunities for improvement, and providing recommendations to the Procurement and Contracts Manager and key stakeholders to improve procurement performance. This role underpins the development and implementation of the Procurement Framework including supporting policies, procedures, and guidelines.Responsibilities and Accountabilities:Procurement Strategies and Services:
  • Develop and implement procurement strategies aligned with DevelopmentWA's goals, considering market dynamics, risk management, and sustainability.
  • Identify cost-saving and performance-enhancing opportunities through process improvements and risk mitigation.
  • Review and apply policy parameters for contracts valued between $5 million to $10 million.
  • Promote supplier diversity and sustainable practices, engaging with diverse suppliers and assessing environmental and social impacts.
  • Provide timely advice on operational issues and procurement processes, ensuring compliance with government guidelines.
Management, Administration, and Coordination:
  • Lead and manage Procurement Officers through training and mentoring.
  • Design and deliver procurement training across DevelopmentWA.
  • Refine procurement templates and documentation.
  • Drive procurement change initiatives for continuous performance improvements.
  • Recommend improvements to optimise procurement processes and policies.
Monitoring and Reporting:
  • Analyse market trends to inform procurement strategies.
  • Monitor technological advancements for process improvements.
  • Assist in periodic reporting on procurement activities.
  • Coordinate internal and external audit reviews related to procurement.
Procurement Governance and Policy:
  • Manage and oversee the Procurement Framework.
  • Monitor supplier panels and preferred supplier registers for ongoing suitability.
  • Ensure adherence to procurement processes across the organisation.
Stakeholder Management:
  • Manage supplier relationships and assess performance and risk.
  • Build effective relationships with key stakeholders, including industry bodies, government agencies, and auditors.
  • Collaborate with internal stakeholders to align procurement activities with organisational goals.
About you:To be successful in this role you will have the following skills, experience and attributes:
  • Relevant tertiary qualifications in procurement, business administration or other related field with experience working in a complex procurement environment.
  • Strong experience in strategic procurement with a focus on strategic sourcing, panel creation, and supplier management.
  • Strong knowledge of procurement processes, contract management, and best practices.
  • High level of interpersonal, organisational and communication skills with demonstrated leadership, relationship management and negotiation capabilities.
  • Familiarity with risk management, sustainability and corporate social responsibility principles.
  • Excellent analytical mindset with proficiency in data analysis and interpretation.
  • Solid proficiency in using Microsoft Office applications, procurement software and tools and ERP systems such as Oracle.
  • Strong project management skills including ability to prioritise, meet deadlines and manage multiple initiatives simultaneously.
  • Extensive knowledge of statutory, regulatory and policy frameworks.
  • Strong working knowledge of contract law and its application.
  • Comfortable in an environment of uncertainty and ambiguity.
  • Professional certifications within procurement field are highly desirable.
