The business unit is undertaking signification transformational change and project delivery. The (PMO) has been established to enhance the units project and program management capabilities, support successful execution of projects within the remit of the unit, and align associated project efforts with strategic goals.There is a need for an experienced Senior Project Manager with good communication skills and hands on stakeholder engagement skills to work with internal stakeholders, vendors and to support the executive management team in the transition to a new CRM solution (based on Salesforce) within a revised operational service delivery model. The Senior Project Manager will have experience in agile project delivery of a Salesforce (SF) implementation, with systems integration between SF and legacy system(s), data migration, identity and access management and business change, managing delivery almost entirely through external suppliers (contract management).To achieve a positive outcome it is recommended that the person have the following attributes and capabilities.
  • Ability to provide hands-on project delivery, vendor and staff management and work activity management.
  • relevant senior project or program management experience in Salesforce CRM projects or equivalent complex business system projects including systems integration, data migration, business process change, and testing approaches to ensure successful transition and adoption.
  • strong vendor management experience. Working with mature and experienced CRM implementation and integration vendors, you will ensure the QPT's best interests and project controls are maintained throughout the vendors Agile project delivery lifecycle.
  • ability to direct and manage a large project team comprising multiple vendors delivering to contracts or service agreements, and some individual resources working across business analysis, change management, delivery and testing.
  • ability to manage and report on high level project controls such as scope, schedule, budget and quality.
  • ability to understand and analyse complex concepts at a significant level of detail where the information is provided by multiple vendors and project team members, and synthesis this information for the purpose of project / program management and decision making purposes.
  • relevant project management qualifications, expertise, knowledge and training.
  • proven ability to lead and manage complex, high profile and high impact projects with a proven track record of delivering major projects on time, on budget and to the required quality standards.
  • demonstrated ability to lead and implement business and technology changes in a complex and sensitive environment is essential.
The Senior Project Manager will:
  • manage, lead and coordinate the implementation, reporting, rollout and closure phases of the QPT Financial Management Customer Relationship Management & Portal Project
  • provide comprehensive monitoring and reporting on the project to key stakeholders including project governance bodies and Executive Management to ensure effective implementation of project deliverables.
  • maintain quality project artefacts including business cases, project plans, project reports, ensuring that realistic and quality project artefacts are prepared, maintained and communicated throughout the life of the project.
  • work with the procurement team and executive management to progress procurement activities in accordance with the approved significant procurement plan. This may include formal market approach, offer evaluation, negotiations and recommendations.
  • Establish and manage a number of concurrent and complex work streams with associated working groups .
  • Act as a key co-ordination point for the Public Trustee in liaising with vendors for all engagements / variations and dependency management.
  • Identify, assess and manage risks in collaboration with the project team to facilitate success of the project.
  • Impart project management knowledge to internal staff who are involved in project delivery.
  • Inspire, lead and mentor a multi-disciplinary team to bring certainty to delivery of sprints and the overall successful project.
  • Working with business SME's and a dedicated human-centred design (customer) advisor, facilitate appropriate customer and staff engagement, ensuring products or services delivered meet the needs of customers (taking a customer-centric approach through-out the entire project/program).
  • adopt appropriate project management methods and tools whether predictive (plan-driven) approaches or adaptive (iterative/agile) approaches in line with Queensland Government Enterprise Architecture requirements (or equivalent) integrating multiple vendor/supplier delivery approaches.
  • have good financial management understanding and control of complex project budgets, working with the project officer and project accounting for support.
  • ensure quality reviews occur on schedule and according to procedure.
  • manage the change process and ensure project deliverables are completed and are signed off within agreed cost, timescale and resource budgets.
  • manage resources directly involved in the project and work collaboratively with other areas of the organisation to secure subject matter experts and operational team members when required.
  • provide effective leadership to the broader project team (including any vendors involved in delivery of the project and take appropriate action where vendor performance deviates from agreed levels).
  • work with vendors and project team members to develop business readiness plans (or equivalent) taking into consideration communications, engagement, capability development and roll-out (training, manuals and engagement activities), required to integrate new digital processes or responsibilities into the 'business as usual' environment.
  • work with vendors and project team members to facilitate a seamless transition of products in the production environment and operationalising of the products developed through the project/program including taking into consideration access permissions, information and cyber security, deployment, data migration, product support, and procedures and policies for update of products.
  • Work within a project delivery office, reporting to the Head of Project Acceleration Office and managing respective vendor project managers.
Skills and attributes critical to the role:
  • strong project management skills including managing effective governance, issue and risk management, and effectively managing human, financial and physical resources.
  • strong vendor/supplier management skills including management of delivery by multiple large vendors
  • ability to work in a legislative organisational environment and in accordance with departmental policies and procedures
  • ability to manage competing needs of a variety of clients and stakeholders whilst delivering products/solutions which meet business needs
  • a high level of interpersonal and liaison skills
  • ability to be innovative and deliver ideas
  • effective communication and time management skills
  • ability to acquire and collate information and objectively assess and analyse information to determine potential impact on broader environment
  • an ability to produce detailed and accurate work, and review the same, including high level writing skills
  • ability to implement a human-centred (customer and user) design approach and rapidly test designs and ideas
  • application of comprehensive understanding of information, communication and technology (ICT) management strategies and principles and project environments to deliver project outcomes within a complex environment
  • timely resolution of complex, multifaceted problems relating to government policies, technology and legislation
  • highly developed interpersonal skills including negotiation and liaison skills and excellent written, verbal, and presentation skills; including advanced experience developing project documentation and delivery roadmaps
  • the development, implementation and monitoring of key aspects of project delivery strategies and project plans including various connecting projects and ensuring that the key components of the project deliver the required outcomes
Previous experience should include:
  • Use of appropriate project management methodologies, bodies of knowledge and frameworks (preferably having used a combination of these to deliver significant projects, e.g. Prince2 Agile, Agile, SAFe Agile, Prince2, PMBOK) and an ability to promote and provide advice on the use of appropriate project management techniques, methodologies and tools.
  • Salesforce CRM deployment and integration projects in a Mulesoft environment.
  • Working with government on complex projects, data projects, and/or digital and ICT projects.
