Senior Project and Contract Officer opportunity

About the roleGovernment department requires an experienced Senior Project and Contract Officer to join them on an assignment for a duration of up to a period of 12-month based in Melbourne CBD. As the Senior Project and Contract Officer, you will provide support in the planning and delivery of a large work program to deliver an end-to-end procurement strategy and contract services for Whole of Government (WoG) office management service delivery. This will include applying expertise to support project planning and execution, project management, contract transition management, procurement, stakeholder engagement and risk management activities.Key dutiesReporting to the Senior Project Manager, your key accountabilities will include:
  • supporting a WoG office management procurement program, applying structured project management approaches with a focus on the contract transition phase.
  • supporting, monitoring and maintaining project scope, budget, and timelines, ensuring deliverables met quality standards and all project documentation was accurate and up to date.
  • supporting and managing risk management across all project phases, using the Victorian Government Risk Management Framework to identify and mitigate key procurement and operational risks.
  • providing governance support to the Senior Project Manager and Director, including drafting terms of reference, coordinating working groups and Steering Committees, and ensuring compliance with Victorian Government Procurement Board (VGPB) and broader legislative and policy frameworks.
  • developing and implementing a comprehensive change and communications plan, including stakeholder mapping, impact assessments, change strategy, communications materials, and rollout support for contract transition activities.
Key Selection CriteriaThe skills and experience you will need to demonstrate include:
  • Demonstrated knowledge and experience in supporting project and contract management requirements for complex commercial procurements, preferably in a Victorian Government context.
  • Expertise in developing and implementing comprehensive change and communication strategies for a complex work project preferably in a procurement contract transition context.
  • Strong project management and organisational skills, monitoring and actively managing timelines, resources, and deliverables, and supporting project governance and reporting needs.
  • Exceptional stakeholder relationship skills and strong verbal and written communication skills with proven ability to engage with diverse stakeholders.
Qualifications
  • Tertiary qualifications in a related discipline, and/or significant experience in a similar procurement and contract services role will be highly regarded.
  • Knowledge and experience in project management and procurement contract transition preferably in facilities management.
  • Extensive knowledge of Victorian Government procurement and contract policies in a project context will be highly regarded.
