The Department of Justice and Community Safety (the department) is seeking a Senior Project Officer - Licensing and Compliance, to provide a critical role within Tobacco Licensing Victoria.About the Business UnitThe Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, Tobacco Licensing Victoria (TLV) was established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme.Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. Since 1 July 2025, tobacco retailers and wholesalers can apply for a licence to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.About the RoleThe Senior Project Officer - Licensing and Compliance will be required to undertake research, analysis and stakeholder engagement to develop and implement operational policies and procedures for the Licensing and Compliance teams. They will also be responsible for developing and implementing intelligence-led risk-based compliance programs and quality assurance programs.Some of your duties will include:
  • Produce well researched, clear and concise operational programs and procedures to support TLV's licensing and compliance operations.
  • Work collaboratively with subject matter experts and key stakeholders to understand technical processes and considerations to produce clear and concise procedures that achieve policy outcomes in line with TLV's operational objectives.
  • Develop and implement a monitoring and evaluation regime to track the performance of operations for continual improvement.

  • Demonstrated knowledge and experience of contemporary compliance and enforcement operations in a regulatory or law enforcement environment.
  • Demonstrated knowledge and experience in developing and implementing procedures in a regulatory setting.
  • Experience in performance oversight and reporting, and quality assurance processes.
Qualifications
  • A tertiary qualification law, investigations or other relevant area is highly desirable.
