About the DepartmentThe Regional Programs Branch focuses on delivering programs and initiatives to primarily support regional, rural, and remote Australia. The branch works to enhance infrastructure, improve connectivity, and stimulate economic growth in these areas. The branch is comprised of three sections: Program Engagement & Development, Program Management & Partnerships, and Program Delivery-CDG.As part of the Government's decentralisation agenda, an initiative supporting the Government's plan for Australia's future population and regional development more broadly, the department's Regional Programs Branch was relocated to Orange, NSW.The Program Delivery - CDG Section is seeking agile, self-motivated, and results-driven people. This section is responsible for moderately complex grant management and stakeholder engagement with grantees for in-house-delivered projects. CDG is in its final year of operation - the projects still underway are at various stages of progress, and it will be challenging yet very rewarding to be a part of managing the remaining projects and issues to completion by the end of December 2025, in readiness for the program to close on 30 June 2026.About the RoleThe APS4 Program Officer supports the team's operational effectiveness, contributes to internal/ external stakeholder engagement, undertakes moderately complex work in grant and FFA administration, operates under limited direction, and makes independent decisions within their area of responsibility.Key Duties
  • Prepare briefs and correspondence, including data requests.
  • Conduct quality assurance of own work prior to submission for consideration.
  • Liaise with delivery partners (Grants Hub / State and Territory governments) and stakeholders on project matters, including media and event requests.
  • Provide input to governance requirements.
  • Identify program/project risks and mitigation strategies.
  • Review program and project information with executive leaders to resolve complex issues
  • Respond to and manage complex tasks, such as FOIs, legal requests, FFAs etc with guidance.
  • Draft briefings, responses to data requests, ministerial responses, responses to information requests, FOI request responses, input to FFAs and parliamentary proceedings.
  • Attend meetings with delivery partners, program stakeholders and other business sections on matters such as FFAs.
  • Take carriage of individual tasks such as reporting, FFAs, FOIs etc.
  • Other tasks and duties as directed by the team Director.
  • Participate in team meetings, support continuous improvement and actively engaging in professional development and feedback opportunities.
  • Ensure appropriate records are created and maintained in accordance with the department's record keeping standards.
  • Exercise all delegations efficiently, effectively, ethically and in line with appropriate guidelines.
  • Perform other duties aligned to team delivery goals and development priorities, as required.
Essential Attributes / Skills / Experience
  • Excellent written and oral communication
  • Excellent interpersonal skills and able to work independently, and within a team.
  • Demonstrated negotiation skills.
  • Excellent problem-solving skills, with the ability to analyse information, undertake research and develop recommendations based on evidence.
  • Experience in preparing documentation and maintaining records with a high degree of accuracy.
  • Ability to complete work within established procedures and use of initiative.
  • Ability to prioritise tasks and manage tight timeframes.
The following experience will be highly regarded but is not mandatory:
  • Medium to advanced skills in Microsoft Excel.
  • Project, contract and/or grants management.
  • Working within the APS.
  • Experience in Legal Services, in particular, contracts.
