Our client, Department of Education, are currently seeking a Senior Change Analyst to join their Portfolio and Financial Management Improvement (PFMI) Program.The ProgramIn the last decade, the scale of the demands on the Infrastructure Services Division (ISD) have increased significantly. The annual delivery portfolio has increased to over $1.7 billion per year in 2024–25 with over 2,000 projects in flight, along with a growing and ageing asset educational infrastructure asset base with a replacement cost of more than $40 billion.As illustrated by maturity assessments, audits and other reviews in recent years, maturity of business practices across ISD need to be uplifted to effectively address the increased demands and expectations. To enable the above, there are a number of business transformation initiatives underway, or being initiated, to uplift the maturity of business practices that underpin service delivery of ISD. The focus of the business transformation initiatives includes portfolio management, financial management, asset management, contract management and information governance & digital enablement.The RoleAs a Senior Change Analyst, you’ll play a key role in supporting the successful delivery of change across the Portfolio and Financial Management Improvement (PFMI) Program. Working closely with project teams, embedded consultants, and stakeholders across ISD, you’ll coordinate and deliver change activities that build readiness, support adoption, and strengthen engagement.This role is hands-on, collaborative, and impactful— ideal for someone who thrives on embedding sustainable change and driving organisational improvement in a complex, evolving environment. You’ll support the delivery of targeted engagement, communications, and adoption activities that help build readiness, encourage behaviour change, and enable the successful transition to new ways of working.Roles and responsibilities include:
  • Support the development of fit-for-purpose change strategies and implementation plans.
  • Coordinate and track change activities, timelines, and deliverables across multiple stakeholder groups.
  • Maintain change artefacts (e.g., stakeholder maps, readiness checklists, impact assessments). Stakeholder Engagement Support
  • Assist in identifying impacted stakeholders and support engagement planning.
  • Help prepare stakeholder presentations, communications, and briefing materials.
  • Monitor feedback channels and ensure issues and risks are captured and escalated appropriately.
  • Draft and maintain communication materials (FAQs, updates, newsletters).
  • Assist in the coordination and delivery of training activities, including scheduling, logistics, and feedback collection.
  • Maintain engagement registers, training records and support change tracking dashboards. Change Impact and Readiness
  • Assist in facilitating and documenting change impact assessments with input from stakeholders, SMEs and key project team members.
  • Monitor and report on business readiness indicators and support mitigation activities where needed.
  • Assist in identifying and tracking benefits, resistance themes, and user feedback.
Mandatory Qualifications and Experience required;
  • Experience delivering and/or certification in change management methodologies (e.g., Prosci, ADKAR).
  • Demonstrated experience in business transformation and change projects, ideally in government, large or complex organisations.
  • Strong written and verbal communication skills and stakeholder engagement experience.
  • Highly organised with strong attention to detail and the ability to work across competing priorities
